If the Army is doing the scoping, they follow their own Regs which are identical to CEQ regs. But, in reality, they make Decision, and do NEPA after the fact, complaining bitterly over unnecessary govt. paperwork. Therefore suggest you contact your Senators and Congressmen and ask them to call a meeting, between you and Army, or demand a meeting be held between Army and you to discuss NEPA compliance, Scoping, and required Alternatives. They are required to do Scoping, but my many recent experiences are that they do Scoping after they have already made Decision and it is an uphill road to try and change the Decision. But, Senators and Representatives like to be helpful by setting up dialogue opportunities - good will and no loss to them. Good luck. | |
