DEFENSE REFORM PROPOSAL TO SUNSET ADVISORY BOARDS Section 408 of the Defense Reform Act of 1997 (HR 1778), which is not part of the Environmental Title (Title III), might have significant repercussions for Restoration Advisory Boards and Technical Review Committees. Designed to force the sunsetting of unneeded Defense Department advisory groups, this section could, unless clarified, force the termination of Restoration Advisory Boards. The Secretary of Defense could act to protect the RABs, even if the legislation passes, but there is no guarantee. There is no indication that the National Security Committee wants to do away with RABs, but it's rushed action does create that threat. Lenny Siegel | |
