I think clearly the answer to your question is no, we shouldn't trust the Defense Establishment to decide when it is appropriate for them to submit to environmental regulation. Such self-regulation was responsible for creating the largest cleanup mortgage outside of the Soviet Union. Federal agencies have repeatedly demonstrated that the protection of human health and the environmental is a lower priority than military readiness. It shouldn't be. It should, as Sherri Goodman has frequently said, be part of the equation. If environmental compliance were actually incorporated into readiness planning as was envisioned by Congress, we wouldn't face such a dilemma. To avoid the continuing spiral of environmental harm and cleanup costs, compliance and pollution prevention must remain the goal. Vicky Peters |
