One of the biggest problems RABs face is that the average base environmental
manager has access to the whole history of RAB behavior through his/her
superiors. The RABs themselves however must learn everything as if it were
brand new. 

A national org. of RABs would lend local RAB members a sense of institutional
history, as well as what has and has not worked in the past. It would save
them fighting the same battles over again.
