The "Stockpile Stewardship" program has been sold as a way to keep U.S. nuclear forces intact and modern without having to engage in nuclear testing. It sounds good, but by spending billions of dollars ont he technology to design new weapons without testing, it may make it possible for any nation or group who eventually obtains the design software to design and build (with the proper nuclear materials) their own nukes.
