Communication needs:

Ms. Goodman should be asked now to have DENIX (Def. Enviro
Network for Info eXchange) establish a site on the public level
for the RABs to discuss these issues and once a decision is made
on what to do, it could be instituionalized as the communication
link for NABER or whatever this thing ends up being called. The
RAB's would only need to decide to what degree they want to make
it discrete (and DENIX can provide whatever degree of security
is needed). DENIX is funded by DoD so no new budget needs to be
found. All RABs could be notified in the general mailings DUSD
provides.
