 WHile I am not an expert, I do know that EPCRA was passed under SARA, the
Superfund AMendments and Reauthorization Act of 1986. Federal Facilities
were required to comply with all of the requirements under Superfund
(CERCLA) as part of SARA. RCRA requirements were imposed on federal
facilities through the Federal Facilities Compliance Act of 1992. I hope
