more importantly from the states' perspective, DOD and DOE want immunity
from state laws having to do with the release of hazardous substances.  
As you may have noticed in DOD's response of a couple of weeks ago,DOD
claims that it does comply with CERCLA, but it does not acknowledge that
state laws are enforceable against them -- they are merely ARARs.
