I'm sorry if I was misunderstood when I said that about NEPA, but in the
context in which it was stated, it still holds true.  What I meant by "no
teeth" is that it is not enforceable through fines or stipulated penalties,
nor is it a criminally enforceable statute, as unlawful disposal of hazwaste
might be.  I meant nothing more, nothing less.

As far as accomplishing something through the NEPA process, I certainly
agree with you that you can stop, concur, or cause an action to be modified
through the NEPA process.
