_From what I've been able to gather on this issue, McClellan AFB is following the regulation correctly on TAPP grants. The RAB has to provide the installation with the proposed TAPP project, demonstrate that they can't find the expertise elsewhere, demonstrate that the majority of the RAB wants the project, and they can provide the names of one or more sources. They can also provide additional criteria for the DOD to consider in selecting the provider, but can't dictate which provider will be chosen. DOD must follow the rules and regulations for purchase orders as outlined in the FAR (48 CFR Part 13). Government cannot direct awards to specified suppliers unless the procurement is under $2500, "...and then only if the cost is comparable to other suppliers."
