I have no inside knowledge about which "straw broke the camel's back," precipitating the termination of the Fort Ord Restoration Advisory Board (RAB), but I wish to offer a little bit of background. 1. Since closure, the Army's activities at the former Fort Ord have been managed by the nearby Presidio of Monterey. This is NOT the Presidio of San Francisco, the former Army base often simply called "The Presidio." 2. There have been a series substantive disagreements among the Army, regulatory agencies, and members of the public regarding the process and remedies for both toxic and ordnance contamination at Fort Ord. 3. The Fort Ord RAB has repeatedly been mired in procedural disputes. In 1997, we (CPEO) were invited in to mediate. After some initial success, our efforts broke down. In October, 1997 we recommended the suspension of the Fort Ord RAB. Back in 1997 we posted our reports on this listserver, so I will not re-post them know.
