The goal of these sessions is to provide technical and/ or factual
background to help with the development of Caucus policy on the issue during
the RAB Issue Round Tables. 

11:00   UXO & National Policy Dialog on Munitions 

An overview of the decisions made at the Unexploded Ordnance Forum (DoD/EPA
forum on UXO) in Atlanta in June, Fort Ord UXO - Clarify topics, 

12:15   REPORT ON PROPOSED AND PENDING CLEANUP REGULATORY CHANGES

An overview of the status of environmental legislation pertaining to
cleanup; Changes to TRI reporting requirements

The EPA is proposing to establish a new standard for lead hazard

Overview of use and impacts of depleted uranium at DoD firing ranges,
Radium, sources and responses 

3:45    FORT ORD, BEBA, THE INTERAGENCY RAB WORKING GROUP & DEFUNDING OF
DERTF PROCESS - CHALLENGES TO 
        PUBLIC PARTICIPATION & THE LEGITIMACY OF RABS

The Army and EPA recently decided to disband the Fort Ord RAB without the
consent of its membership and the Badger (Army Ammunition Depot)
Environmental Board of Advisors in Wisconsin denied a seat to the Ho Chunk
Nation, a major stakeholder group around the base presenting serious
environmental justice implications.  The Caucus has taken positions on both
Fort Ord and BEBA in the past.  The DoD manages an interagency RAB Working
Group, whose deliberations are not public.  Many members of the Caucus have
expressed concern over RAB policy made without Community Member input.
Finally, the DoD is also considering alternatives to the DERTF process.  The
Caucus has testified three times before DERTF and the process has been
useful.  This session will lead to the development of specific Caucus action
plans on these topics later in the agenda.

First of two sessions designed to develop issue policy for the Caucus.  In
this session, participants join small group discussions on the topics
presented during the briefings earlier in the day.  During this session
participants will discuss their various experiences with the subject to
identify common themes.  Themes identified during this session will be
presented to the group and become the basis for the policies formulated in
the next Working Group session.

MORNING ACTIVITIES

8:15am   PRESS CONFERENCE AND MEDIA BRIEFINGS 

Presentation of Caucus messages to media including brief statements from
small group of RAB Community Members

9:15     INTERVIEWS WITH LOCAL MEDIA STRINGERS 

Local media outlets such as newspapers and television station frequently
maintain a freelance or staff representative in Washington.  This activity
focuses on organizing interviews between RAB community members and media
reps from their locale

10:15     BREAK

11:00     CAUCUS CONGRESSIONAL COMMITTEE MEMBERS AND STAFF BRIEFINGS 

A two hour briefing of Congressional Committee staffers and interested
members.  The presentation is made up of two panels to provide a rounded
overview and critique of the cleanup program.

1:00	  LUNCH

2:30	  OUTREACH TO INDIVIDUAL DISTRICT REPRESENTATIVES 

Meetings set up by RAB community members with the offices of their district
representatives.  EESI and Arc to coordinate assistance for RAB members
seeking to reach out to their reps.

4:00      DISCUSSION OF REPORT-BACKS AND SYNTHESIS

Follow-on discussion and last minute adjustments to 1998-99 policies, goals,
objectives and activities as a result of information obtained through the
delegations and briefings.
