Also, in California, offsite access problems with difficult offsite parties are sometimes resolved by the state requiring that offsite party to do the investigation or allow another party access to perform the investigation. Usually this results in workable access agreements that protect both parties. Sometimes (rarely) it doesn't and the state will have to force the offsite party to do the work.
