[This was posted by John Lindsay-Poland, <forlatam@igc.org>] Correction to the Fellowship of Reconciliation statement on the resumed bombing of Vieques: Contray to some initial reports, the directive from Secretary of Defense Cohen that Governor Rossello approved did include reference to cleanup of the impact area, as follows: "The GSA will supervise restoration of the lands described in section 3(a) consistent with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) before it is further transferred under the Federal Property and Administrative Services Act, except that the Live Impact Area will be swept for ordnance and fenced to meet the same range standards used after the closure of the live impact area used by Naval Air Station, South Weymouth, Massachusetts. The Government of Puerto Rico may request transfer of the restored lands in accordance with the Federal Property and Administrative Services Act." (See http://www.pub.whitehouse.gov/uri-res/I2R?urn:pdi://oma.eop.gov.us/2000/2/1/5.text.1) Notes: *There is no reference to the intent to deny a CPDES permit issued by the EPA last August. *The Navy would not be bound even by Superfund law for the impact area. *There is no mention of restoring the waters around the impact area contaminated by ordnance and metals leaching from ordnance. *The reference to the South Weymouth Naval Air Station is suspect. What cleanup standard was used for clearance at South Weymouth? Others who have some information or insight into this provision, please comment.
