The Nomans Standard, referred to in the President's Vieques Directive, is anything but clear. (President Clinton's January 31, 2000 Directive on Vieques states, "the Live Impact Area will be swept for ordnance and fenced to meet the same range standards used after the closure of the live impact area [at Nomans Land Island] used by Naval Air Station, South Weymouth, Massachusetts.") Does the document refer to remediation accomplished thus far, or will the Vieques response be updated when more is done on Nomans Land? More cleanup be done there, because the Massachusetts Department of Environment Protection (MADEP) says that the island "has outstanding safety and remediation issues." In a June 14, 1999 letter to the Department of Interior, MADEP wrote, "Public forums on the remediation of Nomans Land Island have shown the public's interest in the restoration of the Island to meet the needs for safe public access and wildlife protection. The management and remediation of the Island is feasible to a level that is protective to both the current (unauthorized) public access and future authorized access."
