In reaction, President Clinton has set a standard that calls the fate of Nomans Land into question. By JEFFREY BURT STAFF WRITER It sits three miles off the southern coast of Martha's Vineyard, a small, 628-acre piece of land jutting out of the Atlantic whose only inhabitants are migratory birds and various species of amphibians, small mammals, insects and plants. But over the past month, a lot of local and national attention has been paid to Nomans Land. On Jan. 31, President Clinton thrust the remote island into an incendiary situation in the Caribbean, the roiling conflict over the U.S. Navy's desire to resume practice-bombing the small Puerto Rican island of Vieques and the determination of residents there to kick the military out and reclaim their land. Also, the ongoing debate between Massachusetts environmental regulators and Navy officials regarding unexploded ordnance on Nomans Land echoes the ongoing discussions about Camp Edwards on Cape Cod. That debate continues tomorrow, when representatives from the Navy and state Department of Environmental Protection meet in Boston in hopes of resolving the unexploded munitions issue on Nomans. And local activists who for years have been railing against the contamination atthe Massachusetts Military Reservation have turned their attention to Nomans Land. They worry that conditions there may have a residual impact on gains made at Camp Edwards and on the situation on Vieques.
