According to Defense Environmental Allert (May 9, 2000), the House Armed Services Committee subcommittee on military installations marked up its portion of the pending Defense Authorization bill on May 2. The subcommitee "declined to include" any language governing the transfer of the Naval Ammunition Depot that occupies the western portion of the Puerto Rican island of Vieques. The publication quotes subcommittee chair Joel Hefley (R-Colorado), "in recognition of the additional readiness and training issues inherent in this subject, I have elected to defer action until the full committee meets [this] week." Hefley reportedly didn't want the transfer to proceed until the Navy was able to resume firing exercises at the eastern Vieques training range.
