Well there you have it. What starts as a abberation in California now becomes SOP for the military. I find it hard to believe that public participation laws would allow this sort of thing. I also see this as a direct assault on the First Amendment whereby the government quashes opposing views by limiting access to public participation in legal proceedings(Superfund, BRAC, etc.) to only those whose views are friendly to the military. Just one more reason why it is wrong for the polluter and financially responsible party also acting as the lead agency in the cleanup process. Lenny, maybe you can now see why I was so upset that you condoned the California RAB breakup?
