These questions signify the obvious problem of merely fencing off UXO
sites and not cleaning up the sites.  I would suggest that the regulator
contact Livermore National Lab, Site 300.  Here, there is a fence around
the 11 sq. mile perimeter.  The fence is reinforced by an armed security
patrol.  I am not aware whether there have been incursions into the
area, but I would suspect so.
