Not only is it incredibly wrong for local or state taxpayers to pay one penny for a DOD cleanup, but think what this will mean in terms of land use. One of the ways the Lowry Redevelopment Authority (LRA) has paid for underestimating the costs of tearing out the old Air Force infrastructure on Lowry AFB and rebuilding new infrastructure is through the use of Tax Increment Financing (TIF). In order to pay the TIF bonds back, they have built uses on the base which were and now are not acceptable to the existing neighborhoods surrounding Lowry. Building office buildings, and thousands of homes was not what the surrounding neighbors said they wanted in 1992 in a statistically-valid survey done of nearby residents. There are virtually no parks amongst these new homes built jeek to jowl. There is no transit center as promised because there is no new transit. No rights of way for light rail was bought and left for future use. Why, because the TIF bonds demand higher and denser development to pay them back. The environmental result has been drastically increased traffic, noise and dust, and degraded air quality. Costing out the economics of privatization must go beyond just paying for the cleanup - which I also fear will mean - in the words of Sandy Jaquith when she refers to the Rocky Mountain Arsenal - "a coverup, not a cleanup."
