[CPEO-MEF] land use controls

Hi all:

At the end of August DOD issued interim guidance on the use of Land Use 
Controls for both transferring and active properties.

The guidance is at:

Has anyone who's been involved in the evolving fast-track transfer and LUC 
discussions reviewed it?  My very brief look found nothing about including 
RABs, community organizations, neighbors, or others in developing plans for 
land use controls.
