Subject: [CPEO-MEF] Development Rights

In my recent message on "encroachment" I mentioned that the military
might purchase the development rights for properties adjacent to
military installations threatened by encroachment. Three organizations -
the Trust for Public Land, the Western Governors' Association, and the
National Cattlemen's Beef Association - just published
"Purchase-of-Development Rights: Conserving Lands, Preserving Western
Livelihoods." Though the 28-page report does not address military
environmental issues, it's a valuable primer on the concepts of
conservation easements and the purchase of development rights.

The report may be downloaded as a 1 megabyte PDF file from
http://www.tpl.org/tier3_cd.cfm?content_item_id=2302&folder_id=193
