In my recent message on "encroachment" I mentioned that the military might purchase the development rights for properties adjacent to military installations threatened by encroachment. Three organizations - the Trust for Public Land, the Western Governors' Association, and the National Cattlemen's Beef Association - just published "Purchase-of-Development Rights: Conserving Lands, Preserving Western Livelihoods." Though the 28-page report does not address military environmental issues, it's a valuable primer on the concepts of conservation easements and the purchase of development rights.
