Please post. Here is the latest on Army National Guard efforts to over through EPA Region 1 Administrative Order #4. The fourth paragraph refers to "an assistant administrator" who is, in fact, Sylvia Lowrance, the national EPA Chief of Enforcement, and the appropriate person to hear the appeal. In a following message I shall send an extract of EPA Order #4, summarizing previous EPA Orders and listing the explosive/propellant contaminants found at MMR as of January 1. Guard still fighting order on base cleanup By KEVIN DENNEHY STAFF WRITER CAMP EDWARDS - Two months after the federal Environmental Protection Agency issued its latest order in the cleanup of Camp Edwards, the National Guard is still fighting it. In fact, this time they want to speak with the boss. Guard officials this week sent a letter requesting a conference with new EPA administrator Christie Todd Whitman to discuss the latest order, which has to do with the use of an environmentally clean "detonation chamber." In the meantime, the military asked out of a meeting with an assistant administrator that had been scheduled for Wednesday. The administrative order was the fourth issued by the environmental agency in the ongoing cleanup of the Upper Cape base, a federal Superfund site. The government is spending millions of dollars to remove thousands of remaining mortars and to clean contaminated water, both remnants of decades of military training. Federal environmental officials say the order, issued in January, would give the military authority to destroy all munitions in the detonation chamber, which was introduced on base last year.
