>From the Contra Costa Times (California) Published Thursday, March 29, 2001 Restoring an island's splendor Fish and Wildlife wants Skaggs Island to return to its original wetlands state but says the Navy should clean up its mess first By Yvonne Condes TIMES STAFF WRITER SKAGGS ISLAND -- Off of a lonely stretch of Highway 37 amid hay fields and salt marshes sits Skaggs Island. Owls and rats nest in the abandoned shells of Navy homes and administration buildings which once bustled with servicemen and families. Some buildings expose massive holes blown out during training exercises. Scavengers have stripped others of their staircases. When Marge Kolar walks through the wreckage, she sees beyond the buildings deserted in 1993 when the Navy shut down its communications center.
