By KEVIN DENNEHY STAFF WRITER Nearly 7 in 10 voters on the Puerto Rican island of Vieques want the U.S. Navy to leave their island immediately, according to a referendum vote on Sunday. But advocates for such a military exit say it may require something extremely unusual for that to happen - such as an administrative order from the federal Environmental Protection Agency. As anyone familiar with Camp Edwards on the Upper Cape knows, such an order would not be unprecedented - it happened here. In 1997, the EPA's Region 1 officials ordered the National Guard to stop firing artillery and mortars on the Cape's Army Guard base because of a threat to public health - the first time anywhere that military training had been stopped for environmental reasons. -- Joel Feigenbaum 24 Pond View Drive E.
