Subject: | [CPEO-MEF] HASC Readiness Subcommittee to Hold Encroachment Hearings |
On March 14th the Military Readiness Subcommittee will hold hearings on
encroachment. While the hearings last year focused on the general issues
it appears that this hearing will be much more specific. Some of the
specific issues include:
How compliance with environmental laws such as Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Migratory Bird Treaty Act(MBTA), Clean Water Act, Clean Air Act, Coastal Zone Management Act (CZMA), Resource and Recovery Act (RCRA), CERCLA, Noise Control Act and federal wilderness acts impacts military readiness and national security. Changes the services have implemented to comply with environmental laws Adverse impacts of compliance Benefits of compliance Challenges regulatory agencies face in enforcing complianceHow can Congress help to strike a balance between the agencies and their missions Witnesses include: Panel 1: Ray DuBois, Jr. Deputy Under Secretary of Defense for Installations and Environment Mario Fiori Assistant Secretary of the Army for Installations and Environment H.T.
