[CPEO-MEF] 2001 version of DERP

The 2001 version of the Defense Environmental Restoration Program is now 
available as a series of PDF files on the web at
http://156.80.6.200/derparc_fy01/derp/index.htm.

Note that there is a new section on the Military Munitions Response
Program. That section contains data which, to my recollection, has not 
been published before, including a count of active installations where 
munitions response is taking place.
