For the record:

APG = Aberdeen Proving Ground

APG is an active military site located in Maryland, 25 miles north of
Baltimore.

PMCD = Program Manager for Chemical Demilitatization

PMCD is headquartered at APG, but is responsible for chemical agent
stockpiles across the country, among other things.
