ICMA Releases Second Edition of Base Reuse Handbook

WASHINGTON, D.C.- In light of recent base closure legislation, ICMA?s
Military Base Reuse Consortium announces the release of the ICMA Base
Reuse Handbook, A Navigational Guide for Local Governments: Second
Edition. The ICMA Base Reuse Handbook is a must have for local
government officials and others working on, or preparing for, the
cleanup and reuse of closed or realigned military facilities.

The new handbook is an update to the original reflecting changes in
legislation and policy as well as ICMA?s over seven years of research on
the reuse of former military installations. Contributing authors to the
text include local government officials, federal agency representatives,
industry leaders, and other experts in the field of base reuse. The
handbook offers a detailed case study on the redevelopment of the
Philadelphia Naval Complex as well as appendices with useful information
including a directory of Internet-based tools and base reuse Web sites.

In addition, the handbook contains the following new sections:

      · Base closure 2005
      · Insurance
      · CERCLA
      · UXO
      · EDCs
      · Land use controls
      · Early transfers and
      · Historic preservation

The ICMA Base Reuse Handbook is available through ICMA?s online
