Usually reliable sources say that the White House is expected to submit additional legislative language to the Senate this week for inclusion in the Defense Authorization Act, which has already been reported out by the Senate Armed Services Committee. I find this hard to believe, but these sources say that one section, the "Defense Streamlining Initiative," is designed to rush Defense Department proposals through both houses of Congress, WITHOUT: 1) Inter-agency review within the Defense Department 2) Participation of committees, other than Armed Services, with jurisdiction 3) The opportunity to amend the legislation These proposals could cover a range of issues, including environmental regulation.
