[CPEO-MEF] BRAC and LRA's...

I have questions for anyone out there who are participating members of
BRAC sites.  What experience have you had with the LRA (Local 
Redevelopment Authority) committees such as:  working 'with and for' the 
community, who sits on the LRA, was the 'appointment' from a federal 
level (do you know the law/statute), once appointees are in place-can 
they lose their seat and another be put in their place, how much 'power' 
does the LRA possess (for it appears to be much) and finally-if anyone 
knows of one source for this information and further-please forward that 
to me.  I do have a broad overview of the BRAC process including the LRA 
which does not answer these questions.
