230 homes to be built at defunct Navy Base By Nathan Gorenstein Inquirer Staff Writer A developer is planning to build 230 homes at the former Philadelphia Navy Base in what would be the city's largest nongovernment housing development since the 1950s. For years, South Philadelphians living near the Navy Base have left the city in search of suburban homes, particularly in South Jersey.
