According to Defense Environmental Alert (August 27, 2002), Pete Aldridge, Under Secretary of Defense for Acquisition, Technology & Logistics, has decided to reduce the size of his organization by moving a number of programs to the armed services. Two programs caught in this net are the Strategic Environmental Research and Development Program (SERDP) and Environmental Security Technology Certification Program (ESTCP). As I have written before, these two programs support high pay-off research that addresses critical military environmental issues, such as ordnance cleanup, range sustainability, and perchlorate contamination. Moving these programs to the Army, as proposed, would likely lead to dramatic reductions in their funding, and it would make it more difficult for its research to serve not only the other armed services, but other stakeholders, such as regulators and the public. In short, I believe this aspect of the re-organization plan is a bad idea. If it ain't broke, don't fix it.
