Military opposes proposed Forestdale subdivision By JAMES KINSELLA STAFF WRITER FORESTDALE - Fifteen hundred feet away, F-15s roar on and off an Otis Air National Guard Base runway. Is this a good place for a residential subdivision? Michael A. Howland thinks so. Howland is president of Howland Development Corp. in Wilmington. Seven years ago, Howland paid $300,000 for 63 acres at the edge of the Massachusetts Military Reservation in Forestdale. Earlier this year, he applied for a comprehensive permit from the Sandwich Zoning Board of Appeals for an affordable housing development for the land, which is off Snake Pond Road. The plan calls for the construction of 79 single-family homes, 20 of which would be sold to families making less than 80 percent of the median income in Barnstable County - a range of about $36,000 to $45,000. The development would be known as Farmview Estates. Zoning board members will consider Howland's application at their next meeting at 7 p.m. Tuesday. The board has until Oct. 11 to make a decision.
