Mass. base considered for security center site By Associated Press, 10/22/2002 WASHINGTON - Congress has endorsed a $1 million study of the Massachusetts Military Reservation on Cape Cod to determine whether it should be the site of the nation's first regional homeland security center. The funding was approved as part of a larger defense spending bill for the 2003 budget year, which began Oct. 1. The bill is awaiting President Bush's signature. The study would mark the first time Congress has ordered the Pentagon to look into establishing a regional center for homeland defense training. ''This starts a new chapter in the history of the base,'' said Representative William Delahunt, a Democrat who represents Cape Cod and who proposed the study. The base houses the Coast Guard, Army and Air National Guard and hosts exercises by various local law enforcement and public safety organizations. The study would focus on the southern third of the 22,000-acre military base. Camp Edwards, an Army National Guard training range and impact area occupying the northern part, is under a US Environmental Protection Agency clean-up order.
