You might want to make the distinction between what a RAB member can raise and what DoD will list to. If the same group of people who are RAB members form an ad hoc group of concerned citizens, they can comment on anything. As citizens, DoD should provide some response. The fact that the "official" RAB process is focused on a limited number of issues means that you cannot "speak" as the RAB and DoD must responds to you as citizens, not RAB members. In summary, I would get some paper with another letterhead (other than the RAB) and comment on whatever you want to comment on. Cc your local Congressman and others.
