[CPEO-MEF] Navy web pages for southwestern bases

The Southwest (Engineering Field) Division of the Naval Facilities
Engineering Command maintains public web sites for most of the cleanup
programs - active as well as closing bases - within its jurisdiction.
These web sites include fact sheet, Restoration Advisory Board minutes,
and other official material.
