[CPEO-MEF] County Ordinances regarding Wells

Most California Counties have a requirement that the Health Officer sign off 
on activities with potable wells. Opening, increased use, closing, and such. 
What is your understanding of well approval vis-a-vis potential contaminants?

You may not have seen Yuba County Water Authority's response to the 2001-2002 
Grand Jury, but YCWA went out of their way to mention a long standing 
contract with River Highlands, even though the basic Grand Jury Report did 
not mention specific water sales. Do you have any information on the future 
sale of water?

Grand Jury Reports from the various counties might be worth investigating to 
see if there are any reports on water approval, especially from potentially 
contaminated sources.
