Thursday, March 13, 2003 The whole world knows that the United States is planning -- may already be conducting -- special covert operations against Iraq. Less well known is the special operations the Pentagon has launched against America's environmental laws. Under cover of looming war with Iraq, the Defense Department is seeking immunity from five basic environmental laws, including the Clean Air Act, the Endangered Species Act and the Superfund law, as well as statutes covering hazardous waste and marine mammals. Congress defeated a similar effort last year, but its chances seem much better this time around.
