[CPEO-MEF] Munitions dialogue article

CPEO Director Lenny Siegel's article, "The Success of a National
Dialogue on Sustainable Military Range Management," is now downloadable
at http://www.cpeo.org/pubs/JPAM%20as%20published.pdf. The article,
which appears in the Journal of Policy Analysis and Management, (vol.
22, no. 1, Winter 2003, pp  117-121), tells how a diverse group of
stakeholders, meeting over a three-year period, developed a set of
"Principles for Sustainable Range Use and Management." The Defense
Department used those principles as the basis of two directives even
before the Dialogue issued its report. Siegel suggests that a new
continuing, constructive dialogue on sustainable range management would
be a better solution than legislation to resolve "encroachment" threats
to military readiness.
