Actually, the administrative costs of the DoD cleanup program ARE
included in the overall
budget numbers and are held to around 10% of the budgeted amount.  In
addition to paying
salaries and overhead costs for program managers down to the RPM in the
field, these
management costs includes funding for RABS, DSMOA, and ATSDR.

The GAO Report was interesting reading - not any surprises, but
interesting....

I think the GAO should investigate how much of the FUDS budget
isactually spent on cleanup. I would guesstimate that only 20-25% of the
FUDS budget actually reaches contractors who are doing the cleanup - the
rest is siphoned off on the way down through the federal agencies
involved in "administering" and "oversight". Would be interesting to see
what the actual numbers are.
