In addition to paying salaries and overhead costs for program managers down to the RPM in the field, these management costs includes funding for RABS, DSMOA, and ATSDR. I think the GAO should investigate how much of the FUDS budget isactually spent on cleanup. I would guesstimate that only 20-25% of the FUDS budget actually reaches contractors who are doing the cleanup - the rest is siphoned off on the way down through the federal agencies involved in "administering" and "oversight".
