[CPEO-MEF] House Committee restores Base Closures with Provisions

Thanks to ICMA for the following:

The House Armed Services Committee has restored base closure language to
the FY04 Defense Authorization Bill, which the readiness subcommittee
had previously eliminated. However, the Committee also added provisions
which could significantly reduce the amount of installations subject to
closure.
