By giving the Secretary of DoD discretion to select an agency to study
the effects of perchlorate, Congress will chop off the hands of EPA and
set a very bad precedent.  In other words, if Congress doesn't like what
EPA is doing, then why not step around it? Additionally, since
perchlorate is of such concern right now, why would someone set a date
of June 2005 to
complete a study?
