There will never be "consistency" in priorities because the funds are distributed based upon the political power of the elected representatives of that particular state - it is called PORK! Numerous "lower priority" sites have had millions of dollars spent on them because the CongressPersons from that state raised a ruckus and got the Services (Corps) to cave in.
