I'm with Wayne.  I also worked in DoD, then at Interior and now at
Cal/EPA.  In the integrity derby the DoD folks can hold their own with
anyone else in government and will usually outpace them.  Just because
the previous writer doesn't like the current administration is no reason
to slander an entire organization.  "nuff said from me.  JFS
