The main reason was the chemicals' reclassification by the EU as a "probable" rather than a "possible" carcinogen, Eurochlor says. Sales of trichloroethylene and the other main chlorinated solvents methylene chloride and perchloroethylene have been in steady decline for seven years under pressure from environmental and health regulation, and due to more efficient usage ( ED 07/06/02 -- http://www.environmentdaily.com/articles/index.cfm?action=article&ref=12313 ).
