The article says that the Army Corps of Engineers is footing the bill for
the project - well not exactly.  TAXPAYERS are footing the bill.

Lake Michigan water coming to tainted well neighborhood

Beginning this week, residents of an unincorporated area near
Naperville's northwest side will be savoring the sweet taste of clean
drinking water.

Joliet-based contractor Camco Inc. began work Monday tapping the city
water main to bring Lake Michigan water to 12 homes in the Knights
subdivision.

The neighborhood is south of Nike Park, a former missile site where the
toxic chemical trichloroethylene, or TCE, has leaked into the ground
water.

The city council voted in May to provide lake water for residents whose
private wells are contaminated.

The Army Corps of Engineers is footing the bill for the project.
