It's the latest obstacle for plans to destroy more than a thousand tons of deadly V-X stored at the depot about 30 miles north of Terre Haute. The Army had planned to begin destroying the chemical in October. But so far the company treating the V-X has not been able to meet Army environmental requirements. Residents in Dayton, Ohio, where the treated waste is supposed to be taken for disposal, also are fighting a court battle to keep it from being shipped there. The United States must destroy the V-X by April 2007 under the Chemical Weapons Convention international treaty.
