How many contractors who have the capability and technology to clean up UXO are also able to successfully conduct stakeholder relations?? Shouldn't the responsible party engage directly in community relations in order to avoid misunderstandings, "spin," and also to benefit from the experience? Many cleanup processes suffer from too many intermediaries, complicating communications unnecessarily. Not to mention the regulatory gaps you have already mentioned. It may make sense for communities that are impacted by UXO to proactively come up with their own frameworks for what is expected in stakeholder and "public participation," and in the cleanup process itself; for example, the community acceptance criteria that TriValley CARES uses at Lawrence Livermore site 300: <http://www.trivalleycares.org/clean300.htm could serve a model and be adapted for the specifics of UXO cleanup sites.
