Virginia THE VIRGINIA-PILOT A spooky stalemate for the Ghost fleet November 10, 2003 Hampton Roads cheered when the first four Ghost Fleet ships began their trans-Atlantic journey to a British scrap yard on Oct. 6. Finally, the beginning of the end was in sight for the armada of floating toxic waste dumps in the middle of the James River. But thanks to a bad handoff between the U.S. and British governments, the hulks may become international environmental pawns instead of scrap metal. The ships were headed for dismantling in England. But in late October, the British government withdrew permission, saying that Able UK, the company contracted to get rid of the vessels, did not have a dry dock in place. This leaves Able with a $17.8 million contract to scrap up to 13 of the Ghost Fleet ships, but nowhere to do so, at least for now. And it leaves the first two vessels already more than halfway across the rough North Atlantic, and two others close on their sterns, with nowhere to go.
